The NCFC is charged with the responsibility of monitoring and evaluating the implementation of the Convention on the Rights of the Child (CRC) and other international, regional and local commitments that government has made regarding children and their families. The NCFC should ensure the government’s compliance with those obligations.
Purpose
The NCFC has this legal mandate to safeguard the process of delivering Rights to the children and families of Belize. In order for any organization or body to effectively carry out their functions and duty there must be a monitoring and evaluation mechanism. After various consultations with key stakeholders the M&E plan was designed to provide the overall frame for the monitoring and evaluation of Belize’s National Plan for its children and adolescents.
This Plan comprises of three frameworks- Performance Monitoring and Evaluation, Progress Monitoring and Evaluation and Data Analysis and Reporting. These frameworks are to be used to guide the monitoring and evaluation process of the NPA with the ultimate purpose of providing better care and service to our children and adolescents. The NCFC seeks to discharge its obligations in this regard through two primary structures: the Belize Social Indicators Committee and the NPA Monitoring and Evaluation Committee.
Social Indicators Committee
The Social Indicators Committee (SIC) chaired by the Chief Statistician of the Statistical Institute of Belize (SIB) is a technical sub-committee of the NHDAC whose primary function is to ensure that policy makers, analysts and other users of data nationally and internationally have access to timely and reliable social data and information on Belize.
The Monitoring and Evaluation Sub-Committee, chaired by the Statistical Institute of Belize and supported by the NCFC Secretariat, is specifically charged with six responsibilities:
1.Development and management of the components of the M&E Plan;
2.To agree to the terms of reference of any staff/ consultant hired to compile and analyze the relevant data or conduct the situational analysis and evaluation studies;
3.To review the periodic draft NPA monitoring report, situational analysis and evaluation report submitted by the NCFC Secretariat or consultant;
4.To make policy recommendations to the NCFC based on the contents of the monitoring reports, situational analysis and evaluation reports;
5.To ensure the timely compilation and official release of periodic monitoring reports, situational analysis, evaluation reports and other updates on the status of progress on the NPA;
6.To prepare and facilitate the design and implementation of a longitudinal study.
Major Accomplishments
NPA and Implementation Plan
In September 2004 the NPA was officially launched with full endorsement from the then Prime Minister and the Leader of the Opposition, renewing their commitment to the overall goals of the Plan. In meeting its goals this National Plan sets out specific objectives and targets to address issues in six main areas: Education, Health, Child Protection, HIV& AIDS, Family and Culture.
However, recognizing that a plan by itself is deficient without execution, the NCFC in 2005 sponsored the development of an Implementation Plan for the NPA, (NPAIP), and establishment of two subcommittees: Social Sector NPA Planning Sub-Committee and NPA Monitoring and Evaluation Committee; to ensure the successful implementation, monitoring and evaluation of the NPA. These committees comprised representation from the Ministries of Education, Health, Human Development, National Development, the Belize Police Department, NCFC, and UNICEF.
